The ICO seems to be focussing on companies illegally sending spam text messages, or perhaps there are just so many of them.
In its latest announcement, the ICO has fined H&L Business Consulting Ltd £80,000 for sending more than 370,000 unsolicited direct marketing text messages, mostly relating to government backed debt management schemes whilst they were not authorised by the FCA to provide regulated products or services.
